{"id":21174,"date":"2020-05-22T15:51:26","date_gmt":"2020-05-22T13:51:26","guid":{"rendered":"https:\/\/www.impresedelsud.it\/?p=21174"},"modified":"2020-05-22T16:09:40","modified_gmt":"2020-05-22T14:09:40","slug":"covid-19-regole-doganali-e-commercio-internazionale","status":"publish","type":"post","link":"https:\/\/www.impresedelsud.it\/covid-19-regole-doganali-e-commercio-internazionale\/","title":{"rendered":"Covid-19, regole doganali e commercio internazionale"},"content":{"rendered":"\n<p class=\"has-drop-cap\">Sulla scia della pubblicazione della Circolare Assonime n. 7 del 17 Maggio 2020 risulta certamente opportuno esaminare l\u2019impatto dell\u2019emergenza da Covid-19 sulle regole doganali e sulle dinamiche del <a href=\"https:\/\/www.impresedelsud.it\/lulteriore-affermazione-del-legame-canada-ue\/\">commercio internazionale<\/a>, con particolare riguardo alle misure volte ad agevolare l\u2019importazione delle merci necessarie a contrastare gli effetti della pandemia e a limitare l\u2019esportazione di dispositivi di protezione individuale.<\/p>\n\n\n\n<p>Per quanto riguarda le regole doganali, sono state anzitutto agevolate e semplificate le procedure di sdoganamento, mediante l\u2019istituto dello \u201csvincolo diretto\u201d e dello \u201csvincolo celere\u201d, in attuazione dell\u2019Ordinanza n. 6\/2020 del Commissario Straordinario per l\u2019emergenza Covid-19.<\/p>\n\n\n\n<p>L\u2019intento \u00e8 di velocizzare il pi\u00f9 possibile le attivit\u00e0 degli Uffici territoriali dell\u2019Agenzia delle Dogane, garantendo altres\u00ec tutti i necessari controlli a tutela della sicurezza e della conformit\u00e0 dei materiali importati.<\/p>\n\n\n\n<p>L\u2019accesso alla procedura dello sdoganamento con svincolo diretto \u00e8 subordinato alla presentazione di un\u2019autocertificazione, resa dall\u2019effettivo destinatario finale della merce, con la quale si attesta che i beni oggetto dell\u2019importazione sono effettivamente destinati a soggetti specifici, ossia: Regioni, Province, Enti territoriali e locali, Pubbliche Amministrazioni, strutture ospedaliere pubbliche ovvero private accreditate e\/o<br>inserite nella rete regionale dell\u2019emergenza oppure a soggetti che esercitano servizi pubblici essenziali, di pubblica utilit\u00e0 e\/o di interesse pubblico, cosi come individuati, da ultimo, dal D.P.C.M. 26 aprile 2020.<\/p>\n\n\n\n<p class=\"has-text-align-center\"><strong><em>Questo \u00e8 un estratto dell&#8217;approfondimento pubblicato dallo studio legale Loconte&amp;Partners.
